Release Approver Bar

Only designated human Release Approver identities can authorize time-bound policy overrides. Every override requires an auditable justification reason and future expiry.

Zero Agent Authority

Automated factory and AI agent identities hold zero verdict override authority. Code generation and fix tools can propose fixes but cannot approve their own merge.

Evidence Independence

Evidence collectors (CI runners, scanners) cannot grant waivers on the checks they report. Gate evaluations are verified by cryptographic shape and immutable append-only trails.
